Bayswater Design Guidelines - Adopted 21 March 2022

Consultation now concluded

Over the past few years, DevelopmentWA has been progressing its planning framework and the METRONET East-Bayswater Design Guidelines, to pave the way for Bayswater’s revitalisation around the new train station precinct

The Bayswater Design Guidelines will now be used by DevelopmentWA to assess development proposals.

Community feedback has played an integral part in shaping the guidelines including:

  • a survey in September 2020 which resulted in 977 responses to inform the draft document
  • stakeholder and community group meetings
  • a formal public comment period on the Draft Design Guidelines between 15 July and 26 August 2021 which received 409 submissions from the community and stakeholders
  • 15 deputations (presentations) made by submitters to the METRONET East Land Redevelopment Committee (LRC).

Over the past six months, the guidelines have evolved in response to community feedback and input from the LRC. The version history of the guidelines is available under the document library on the right hand panel.

The LRC considered the Draft Design Guidelines at its meetings on 7 February and 9 March 2022. At its meeting on 9 March, the LRC recommended an increase in the maximum height within the King William Street Precinct.

The key changes recommended by LRC are highlighted below.

The modified guidelines were then reviewed by the Metropolitan Redevelopment Authority (DevelopmentWA) Board at its meeting on Monday 21 March 2022. At this meeting, the guidelines were adopted by the Board and are now considered final.

The adoption of the guidelines concludes the public consultation process for DevelopmentWA’s planning framework.

Bayswater Station is being transformed from a local suburban station into a major transit hub as part of the State Government’s METRONET program.

The Bayswater Project area forms part of METRONET East which includes the revitalisation of existing - and development of new - station precincts at key locations along Perth’s eastern corridor including Bayswater, High Wycombe and Midland.

Significant community input has been sought over a number of years through a variety of engagement methods and channels. This has included one-on-one meetings with stakeholders and community groups/representatives, focus groups, the METRONET Community Advisory Group, letterbox drops, doorknocking and regular email communication.

In September 2020, we asked the community, via a detailed survey, to confirm their vision for the future of Bayswater and identify any gaps or priority areas.

A total of 977 responses were received – this feedback helped shape the Draft Design Guidelines and project direction.

More recently, between 15 July and 26 August 2021, DevelopmentWA welcomed public comment on the Draft Design Guidelines. A total of 409 unique submissions were received and the project team has considered all feedback. On 21 March 2022, the Design Guidelines were adopted by the Board (under the powers of the Metropolitan Redevelopment Authority Act 2011) and are now considered final. The Bayswater Design Guidelines will be used by DevelopmentWA to assess development proposals.
